Minutes of Meeting in Kyleakin Day Centre

1. Matters Arising From Meeting of 10th March 2003

1.1

The Secretary said Chris Marsh of Forest Enterprise sent his apologies but he had to attend a meeting of Sleat Community Council to give a similar presentation to the one he gave us. He had not made as much progress as he had hoped, however he thought that he would be in a position to attend the next Council meeting and give us a progress report.

1.2

Mr Speed had walked round the village with Mr Sikorski and Mr Taylor, they pointed out to him areas in the village which they felt had been neglected last year. Disappointment was expressed at the meeting that he had not come back to the Council to confirm the programme of work for the coming year.

Post Meeting Note: Mr Speed has contacted the Secretary and informed him that he has raised works orders for all the tasks requested of him during the walk round.

1.3

The problem of the maintenance of Shorefields was discussed, Mr Fulton said that it was unlikely that any part of the ground was owned by the Highland Council and therefore they would not be able to cut the grass.  The Secretary was asked to write to Mrs Phipps’ agents asking their permission for the Community Council to have access to the land to maintain the area for the benefit of the village.

The Secretary had written a letter of complaint to the Highland Council about the Shuttle Bus not running after 2:00 on February 3rd. He had received a reply from Sheila Fletcher, Rural Transport Officer, saying she was investigating the matter.

1.5

The Secretary had written to John Macrae to ascertain to whom the fees being paid by owners for mooring their boats in the harbour for the winter were being paid to, but had received no reply. Information had been received from some of the boat owners that in fact no fees were being collected. It had been suggested by John Macrae that he was not responsible for the fees it was Bill Ross. The Secretary was asked to write to Bill Ross asking him to clarify the arrangements.

Mr Fulton informed the meeting that the redevelopment of the Car Park was due to commence after Easter.  

1.7

Discussions with Marshall Gillespie, over the problem of replacement tops for lampposts being a different design to those originally fitted ones, were in hand.

2. Correspondence

    2.1

    We have received a letter from John Macdonald informing us that the Highland Council had completed their review of the timetable for Community Council elections. As a result the current membership will continue until May 2004 when there will be elections for a further three year term to 2007, after which the new four year term for Community Councils with two Areas having elections each year will apply.

    2.2

    We have been informed by Angus McHattie that we have been successful in our application for funding, to the Skye Biodiversity Group, for information boards and a supply of leaflets describing the wildlife to be found down the Obbe. The next task will be to obtain costs for the boards and leaflets. Angus McHattie was prepared to attend a meeting to give advice and it was suggested that contact was made with Simon Franks of the National trust for Scotland.

3. A.O.C.B.

3.1

We have received a request from the Football Club informing us that they have received promises of funding towards the purchase of a grass cutter and would the Community Council guarantee any shortfall in funding. The Secretary was asked to reply saying we would fund any shortfall up to a limit of £800.

3.2

The Secretary was asked to write another letter to Robin Graham with regards to the large amount of litter that has been dumped behind the Crofters Kitchen.
