Minutes of Meeting in Kyleakin Day Centre

1. Matters Arising From Meeting of 13th February 2006

1.1

The roundabout at the top of the village has been planted with ornamental heathers and most of the Councillors were pleased with it although concern was expressed that you could not see over it when approaching from Kyle Farm Road. We were disappointed that a “Welcome to Skye” sign was not incorporated and Bill Fulton agreed to pursue this.

1.2

The coastal protection scheme has been completed however concern was expressed that small boulders had already moved in some areas. Harold Yates has written saying he has raised a works order to have the embankment, above the rock armour protection, top soiled and grass seeded.

1.3 The Secretary wrote to the Highland Council requesting that we are given the authority to charge cars for parking on the gravel area by the Quay the same as we do boats. Harold Yates replied that he was uncertain how this would prevent the dumping of cars in the area. He also confirmed that the area was not under the control of TEC Services. The Secretary will write to John Macdonald asking him which department of the Council is responsible for the area and requesting that he arrange for the old boat trailers to be removed. He will also raise the points discussed in paragraphs 1.4 & 1.7.
1.4

The Secretary wrote to John Macdonald asking if lighting could be provided in the gravel area by the Quay. He replied saying he has passed our request to Marshal Gillespie. Bill Fulton informed us that Marshal Gillespie has now retired.

1.5

We have received a letter from the S & L Drug & Alcohol Forum who would like to hold a substance misuse seminar in the village, with the Community Council arranging a suitable date and venue. It was agreed we would hold a seminar in the Village Hall. We have agreed to hold a meeting in the Village Hall on April 27th at 7.30.

1.6

Youths are still using Old Kyle Farm Road as a race track and Mr Glenwright said they had also been racing from the pier up through the village, it was noticed that they have also modified the exhaust of the cars to give a throaty roar. The Secretary will write to the new community officer, Brian Harper, at Broadford Police Station.

1.7

The Secretary wrote to John Macdonald requesting assistance in collecting fees from boat owners storing their boats on the Quay area and also requested that a sign displaying the fees be erected in the area. We have received no reply. It was agreed that the Community Council would put up a sign.

1.8

The Secretary wrote to Tullochs to ask them to top dress the pipe work down the pier and received no reply. He therefore contacted Scottish Water and received an email from Sue Nield which was rather ambiguous. Harold Yates has confirmed that the Highland Council will monitor the situation to make sure they comply with utilities regulations. Mr Glenwright said that the yellow lines had not been replaced. The Secretary will write to Harold Yates.

The wooden fire shed at the back of the Old School has been stood up again, the Secretary was asked to write to the Fire Officer in Portree and state that the Community Council would not be responsible if it blew over again and caused damage.

1.10

The Secretary wrote to the Highland Council about rectifying the pavements down the pier. George Speed and the Secretary walked the area and he agreed to raise a Works Order to have them levelled.

1.11

David Mackay has sent us a photograph of the type of bench he manufactures for the Highland Council. We agreed to purchase the bench at a cost, including the fitting of a brass plaque, of £450.  

1.12 The Secretary contacted SEPA regarding the foul smell along Kyle House Brae. They have taken samples of the water and will inform us of the results of the analysis.

2. Correspondence

    2.1

    Struan Community Council has asked for a letter of support in their fight to have Gesto Hospital returned to community ownership and not sold on the open market. We agreed to send a letter of support.

    2.2

    The Rotary Club of Portree have copied us a letter they wrote to the Highland Council regarding the amount of litter on Skye and requesting something positive is done about it.

3. A.O.C.B.

3.1

Harold Yates has written confirming that as soon as he gets a new delivery of  wheelie bins they will replace the two missing bins in the car park and the two missing from the gravel area.

3.2

After the meeting in the school regarding the TETRA equipment on the Orange mast in Kyle Farm Road the Secretary wrote to Charles Kennedy and John Farquhar Munro. Mr Munro replied saying he hopes to make it to the meeting on April 26 at the Village Hall to hear the views of the local community first hand.

3.3

Mr Glenwright said he had noticed a lot of dog fouling down the Obbe and other Councillors thought that there were more stray dogs in the village now. Mr Fulton suggested that we write to Mr Yates and ask him “When was the last time the dog warden patrolled Kyleakin?”

3.4

It was suggested that we have an information board in the car park. Mr Fulton suggested we liaise with Geoff Robson or Dorothy Maxwell in the Highland Council Planning Department at Inverness.
