Minutes of Meeting in Kyleakin Day Centre

1. Matters Arising From Meeting of 2nd June 2003
1.1 Chris Marsh said that the environmental impact assessment he had been working on should be completed in about two weeks this would be distributed to all interested parties for comment. He confirmed that funding was available for 5km of footpaths and showed the meeting a map of the proposed walks, when these were finalised he would hire the Community Hall Foyer to give villagers a chance to comment. He was still looking to start construction of the paths this year.
1.2 As John Laing is Chairman of Transport, Environment and Community Services the opportunity was taken to discuss with him various maintenance issues that we had not been able to resolve with the Highland Council. Hopefully the discussion may lead to an improvement in the future.
1.3 Bill Fulton confirmed that that Mrs Phipps was meeting John Macdonald next week to discuss the ownership of Shorefields. It was hoped that the Highland Council would be able to lease the area belonging to Mrs Phipps at a peppercorn rent so it could be maintained.
1.4 We have received a reply from David Summers, Transport Development Officer, with regard to the Shuttle Bus not running after 2:00 on February 3rd. He enclosed a copy of a letter he had received from Rapson’s Coaches in which they expressed regret and said they were setting up a contingency plan. He had not yet seen the plan and would take this up with Rapson.
1.5 Bill Ross acknowledged receipt of our letter asking him to put in place a scheme to collect fees for the storage of yachts in the harbour and is collecting information before coming back to us.
1.6 Bill Fulton said he could not see a way he could assist Robin Graham in removing the abandoned cars and other litter that had been dumped behind the Crofters Kitchen. He also informed the meeting that in October the price charged by the Highland Council for uplifting a vehicle could be increased from £50 to £200.
1.7 Miss Caroline Langlands has taken up the part time youth worker post she intended to visit the Youth Club this week to make contact with the youngsters. She suggested that we invite a representative from the youngsters to Council meetings and asked to be put on the circulation of the Community Council minutes. The meeting agreed to both suggestions.
1.8 Moreen Pringle has confirmed that the Village Officer is already covered under the Community Council Insurance Policy.
2. Correspondence

We received a letter from the Kyleakin Pier Business owners complaining about the lack of toilet facilities, lack of progress on the War Memorial and the rusty barge moored directly in front of the Castle Moil. We sent a copy of the letter plus a covering letter to John MacDonald, J F Munro MSP, Councillor W Fulton, John MacRae and Derek Louden. We had a lengthy discussion on the various items raised in the letter. The barge is no longer a problem as it has been moved to Loch na Beiste and Councillor John Laing said he would personally look in to the repair of the War Memorial. With regard to the lack of toilet facilities Bill Fulton stated that it would be prohibitively expensive, because of SEPA regulations, to build new public toilets at the pier. John Laing said that he had driven round the pier and he felt that improved signage would help to solve the problem as there were no signs directing visitors to the Castle Moil restaurant the meeting agreed it was worth trying but were not convinced that it would solve the problem. Bill Fulton also agreed to have a word with the restaurant to see if they would open earlier on a Sunday morning. |

We received a letter from Nuala McKay asking for the backing of the Community Council for the idea of an indoor Climbing Wall at Kyleakin that she and Gordon MacDonald were working on. The Secretary was asked to reply saying that although we would give our support to the proposal in principal, we are unable to support any commercial development at the two sites that have been proposed. |

We received a copy of a letter sent by Bill Fulton to JEC Services at the Highland Council complaining about the state of the roundabout at the entrance to the village and asking them to bring the matter to the attention of the Scottish Executive and J F Munro MSP. |
3. A.O.C.B.
3.1
Bill Fulton informed the Council that there was £1250 available from the Highland Council for Village Officer work this year and the Community Council would be expected to contribute a further £250.
