1. Matters Arising From Meeting of 10th October 2005

1.1 Bill Fulton said he was still hopeful that the Scottish Executive would agree to his plans for the roundabout at the top of the village; a start had been made by clearing the area. The Secretary was asked to check on progress with Mr Fulton and write to the Highland Council and request a new village sign and also a “Welcome to Skye” sign.
1.2 Richard Blain has acknowledged our letter to John Macdonald regarding a coastal protection project using funding from the Aggregates Levy and Bill Fulton has agreed to set up a meeting with TEC Services. The Secretary was asked to write to both Mr Fulton and Harold Yates and ask for the meeting to take place on an urgent basis.
1.3 The Secretary wrote to David Summers about the problem of buses that are going to Broadford or Ardvasar and not coming down into the village but stopping just past the roundabout at the end of the Bridge. He replied that all buses are registered to operate via Kyleakin, except for the 1335 (summer) bus from Kyle to Armadale. He asked us to report any other buses that fail to divert into the village.
1.4 The Secretary wrote to the Highland Council requesting that we are given the authority to charge cars for parking on the gravel area by the Quay the same as we do boats. Harold Yates replied that he was uncertain how this would prevent the dumping of cars in the area. He also confirmed that the area was not under the control of TEC Services. The Secretary was asked to write to John Macdonald and ask if lighting could be provided in the area.
1.5 We have received a letter from the S & L Drug & Alcohol Forum who would like to hold a substance misuse seminar in the village, with the Community Council arranging a suitable date and venue. It was agreed we would hold a seminar in the Village Hall.
1.6 We have received a letter from the S & L Drug & Alcohol Forum who would like to hold a substance misuse seminar in the village, with the Community Council arranging a suitable date and venue. It was agreed we would hold a seminar in the Village Hall.
1.7 The Secretary wrote to both the Highland Council and Kyle police regarding youths using Old Kyle Farm Road as a race track. Harold Yates replied saying the Scottish Executive policy of introducing a 20 mph speed limit along the length of the road only applies in the vicinity of schools and he could not therefore accede to our request. We have not received a reply from the police.  The Secretary was asked to write again to the police.
1.8 Mr Sikorski said that Donald Kennedy was going to spend two hours clearing vegetation on the proposed cycle link between Kyleakin and Broadford to give an idea of how much work would be involved in clearing the entire length.

3.1 The Secretary had written to Harold Yates regarding the opening times of the toilet facilities at the Castle Moil which are now 12.00 noon to 11.00 pm. He confirmed that their quotation for continuing opening at 10.00 during the winter period was a substantial increase over the current contract and they had therefore agreed to the new times.

3.2

At the request of the Treasurer the Secretary had sent an invoice to boat owners storing their boats on the Quay area. He had been contacted by Donnie Macrea who said he had sold his boat to a Mr Ian MacPherson but he didn’t know his address. The Secretary was asked to write to John Macdonald requesting assistance in collecting fees and also request that a sign displaying the fees be erected in the area.

3.3

We agreed to donate £200 to the SWRI to help offset the cost of the Senior Citizen’s Xmas Dinner.
3.4 The wooden fire shed at the back of the Old School has blown over, the Secretary was asked to write to the Fire Officer in Portree and ask for it to be moved.
3.5 Mr Glenwright said he had spoken to Scottish Water and they had not been approached about providing a water supply to the pontoons, the Secretary was asked to write to Tony Usher and ask him to liaise with Scottish Water.

3.8 The hedge along Old Kyle Farm Road at the back of the McKinnon Hotel is so overgrown that pedestrians, in some places, have to step of the path onto the road. The Secretary was asked to write to the Hotel and ask for the hedge to be cut back.
3.9 Recently there has been a foul smell from the area of the Obbe down by the pier. It is suspected that it emanates from a collection tank on the South Obbe which apparently it has not been emptied for some time. The Secretary was asked to write to Scottish Water and ask for it to be emptied.
