1. Matters Arising From Meeting of 4th November 2002
1.1 The Secretary wrote to Mr Ross and he has agreed to arrange a meeting between Mr Speed and the Community Council in February 2003. The Secretary also write to Mrs Phipps, the owner of Kyle House, asking her if she could arrange to have the Brae cut back but has received no reply. The Secretary was asked to write again to Mrs Phipps.
1.2 The Secretary wrote to Mr Macrae asking for a completion date for the fitting mooring rings and erection of signage, but has received no reply. However Mr Sikorski spoke with him and he said the rings were being manufactured and would be fitted in the next week or two.
1.3 The Secretary wrote to the Master Ashore at BUTEC asking if they could ensure that when there was a high tide vessels from the Base moderated their speed and has received no reply. The meeting asked the Secretary to send details of the erosion measurements to Mary McLauchlen, Director of Tech Services at the Highland Council. 1.4 The Secretary wrote to Councillor Millar, the Chairman of the Licensing Board, about our concerns with the nuisance that had been caused by management and staff of the “Saucy Mary” and how they had ignored complaints from the villagers. We received a reply from Alaisdair Mackenzie, Area Solicitor, saying he had written to the manager and police asking for their comments and he will write again after receiving their comments. He also informed us that the S & L Area Committee was considering the introduction of a by-law to prohibit drinking in public places in Kyleakin. PC Tucker confirmed that the police logged the 4 complaints made by villagers about fireworks. We have also received a letter from Mr Mackenzie asking the Community Council to confirm that they were in favour of a by-law to prohibit drinking in public places in Kyleakin, the Secretary was asked to reply saying he had our full support. 1.5 The Secretary was asked to write a letter of thanks to the Skye Bridge Company for the annual gift of a Xmas tree to the Village.
2. Correspondence

We have received a letter from the Highland Council outlining proposed changes to the Funding Scheme and Constitution of Community Councils. |

We have received notification of the first Skye & Lochalsh Heritage Fair to be held on 14-15th March 2003 at Portree. |

The Skye & Lochalsh Biodiversity Group wrote inviting proposals for potential funding. The Secretary submitted a proposal based on Andrew Currie’s 1995 report on the Obbe. Unfortunately it was unsuccessful, they had received 10 applications and they only had funds for three; however there may be additional funding available in the future. |

We have received an anonymous letter from a villager complaining about the noise emitted and unsightly appearance of the Portakabin and Freezer unit in the garden of Bellveue. Although we would not normally discuss an anonymous letter in this instance the meeting felt the complaint was justified and a suggestion was made that food processing is being carried out on the premises, because of this the Secretary was asked to write to Alistair Thomson, Head of Environmental Health. |

The Primary School has purchased a new photocopier and has offered the Community Council the chance to buy the old one. The Secretary was asked to have a look and see if it would be of any use to us. |
3. A.O.C.B.
3.1
Mr Sikorski had written to Bill Ross requesting a completion date for the completion of the infill beneath the railings at Kyleakin Harbour and the removal of the two posts opposite the old ferry office (just at the end of the railings). The Secretary was asked to write again. 3.2
The meeting discussed the fees paid by owners for mooring their boats in the harbour for the winter. Councillor Bill Fulton said that the Community Council should receive a percentage of the fees. The Secretary was asked to write to John Macrae to ascertain whom the fees were being paid to so that we can apply for the Community Council’s share. 3.3
The meeting was informed there was as supply of pooper scoopers at the Post Office and that Bill Ross had been asked to provide a bin. After a discussion it was agreed that two bins were needed in the village, one at the Hall and the other by Saucy Mary’s. The Secretary was asked to write to Bill Ross requesting this and also to put up notices in the Village advising residents that the scoopers were available at the Post Office. 3.4
The meeting discussed the amount of rubbish that was being dumped in the area at the back of the Crofters. The Secretary was asked to write to Robin Graham asking if it would be possible to erect a fence across the entrance or block it of with boulders.
