1. Matters Arising From Previous Meetings

1.1

The Secretary wrote to John Macdonald suggesting that the Highland Council implement a policy of inspecting/cleaning all War Memorials on an annual basis. He agreed that that they should be inspected on an annual basis however he could not commit himself to having them cleaned on an annual basis as there is only a limited budget for work on War Memorials.

1.2

The Secretary was asked to write a letter of thanks to Miller Dywidag for the annual gift of a Xmas tree to the village.

1.3

Miss McKay has been investigating possible sources of funding for defence against the erosion that the annual shoreline surveys have shown, and it was agreed that the first priority was to establish that the owner of that particular area of shoreline is the Highland Council. The secretary was asked to contact Bill Ross and ask him to meet us on the shore and mark up a map the boundary of the land they own.

1.4

Mr Taylor had attended the annual meeting for Community Councils in Skye and Lochalsh. John MacDonald had informed the meeting that elections for all Community Councils in the Highlands will take place in early May, however prior to the elections a new constitution will be agreed with each Council. A question was raised about the numbers of councillors required for a Community Council and J McD said he felt that there should be ten councillors with six forming a quorum for a meeting, it was pointed out by the representatives of several Councils that it would be extremely difficult to obtain that many Councillors and he agreed that the number could be negotiated.

2. Correspondence

    2.1

A letter of thanks has been received from Kyleakin SWRI for the donation towards the cost of the Senior Citizen’s Xmas Party.

    2.2

We have received a letter from Gillian and Craig Glenwright, the owners of the White Heather Hotel, who had carried out some research on the way that Kyleakin is portrayed in various articles and discovered that it does not appear in a very good light. This was quite a lengthy document and we agreed to postpone discussion on it until the next meeting to give all Councillors a chance to read it.

3. A.O.C.B.

3.1

We have had an estimate of £1650 for painting the exterior of the Old School however there is also woodwork that needs replacing, we would seek quotes for this work.

A foul smell from the drains has been reported in Old Kyle Farm Road at the end near the roundabout. The secretary was asked to contact Scottish Water and ask them to investigate.

3.2

We have spoken with Marshall-Gillespie regarding the lights on the War Memorial he has advised us that they needed replacing but there was insufficient depth of concrete at the base of the Memorial to accommodate new lighting. We agreed to ask him to meet us at the Memorial to detail his requirements so that we can arrange to have the work done.

Nuala McKay gave a presentation on the progress of the indoor Climbing Wall at Kyleakin that she and Gordon MacDonald are working on; she asked if it would be possible to buy some ground, as a site, from the Community Council near the Village Hall. It was agreed that we would investigate to see if we were allowed to sell part of the land for building and it was we would hold a meeting to agree on our response to this request.

3.3

The Secretary had written to John McRae concerning debris on the pontoon near the harbour, among which are two old outboard motors and some netting, but had received no reply.

Next Meeting: Monday 1st March 2004 at 19.30.
