Minutes of Meeting in Kyleakin Day Centre

1. Matters Arising From Meeting of 14th April 2003

1.1

The Secretary said once again Chris Marsh of Forest Enterprise had sent his apologies. He had drafted out some proposed walks but was waiting to walk the site with a Forest Enterprise engineer before presenting them to the Community Council. However he hoped to be in a position to give a presentation by the end of June and would either hire the Community Hall Foyer or have a stall at the Gala to give villagers a chance to comment. He was still looking to start construction of the paths this year.

1.2

Bill Ross has written giving the Highland Council’s response to the discussions Mr Sikorski and Mr Taylor had with Mr Speed during their walk round the village in March. It was agreed that the response covered all the items discussed but the meeting was disappointed that no time scale was given.   

1.3

The Secretary wrote to Mrs Phipps’ agents asking their permission for the Community Council to have access to the land to maintain the area for the benefit of the village. They replied saying they had taken the matter up with Mrs Phipps and will come back to us as soon as possible. Mr Reid had spoken to the agents and had been informed that Mrs Phipps was coming to Skye this month and will visit John Macdonald to discuss the ownership of Shorefields. It was pointed out that brambles were encroaching on the footpath opposite Shorefields and there was no dispute over the ownership of that land.

1.4

We are still waiting for a reply from Sheila Fletcher, Rural Transport Officer with regard to the Shuttle Bus not running after 2:00 on February 3rd.

The Secretary wrote to Bill Ross asking him to clarify the arrangements for collecting fees paid by owners for mooring their boats in the harbour for the winter. He replied saying he would be happy to work with the Community Council to collect fees and enclosed a copy of a report on the storage of yachts in Plockton. The fees would be split equally between the Community Council and the Highland Council. After a discussion the Secretary was asked to reply to Bill Ross informing him that we were in favour of this scheme and would like it put in place in time for the coming winter. 

1.6

Bill Fulton had informed Mr Reid that the Highland Council had tendered for the redevelopment of the Car Park but the price was much higher than had been estimated and they had been asked to re-tender. Bill Fulton had however found extra funds which would enable the whole car park surface to be covered with tarmac. Unfortunately all this meant that there was now a delay in the programme but Bill Fulton assured Mr Reid that work would commence in October 2003.    

1.7

We have been informed that the Highland Council were temporary out of stock of the original design of the tops for lampposts (gas lamp type), however by August stocks should be available and the alternative ones they fitted will be replaced.

1.8

The Secretary wrote to Robin Graham about the large amount of litter that has been dumped behind the Crofters Kitchen. Robin replied he had been in contact with Highland Council’s Tech Services to try and get some assistance in tackling the problem. After a discussion the Secretary was asked to write to Bill Fulton asking him to assist in any way possible and also pointing out to him that there are several other abandoned cars in the village.

2. Correspondence

    2.1

    We received a letter from Bill Ross asking for a report on work undertaken as a result of the Village Officer funding. The Secretary had sent a short report which had been acknowledged by Bill Ross.

    2.2

    We received a copy of a letter sent by Bill Fulton to JEC Services at the Highland Council complaining about the state of the roundabout at the entrance to the village and asking them to bring the matter to the attention of the Scottish Executive and J F Munro MSP.

    2.3

    We have received a letter from Annie Davidson, a Part-time Youth Development Worker with the Highland Council, giving details of the 3 consultation meetings she had organised, and the various conclusions that had been reached. She said that money had been allocated to fund a part time youth worker for 7.5 hours a week @ £7.00/hour. The post had been advertised in the WHFP but no applications have been received to date. If the post cannot be filled by the start of the autumn school term it is likely the funds will be diverted to another community. The Secretary was asked to reply saying that members of the Council would make enquiries to see if they could find a suitable candidate but were not hopeful, and it would be very disappointing if we lose the available funding.

    2.4

    Bill Fulton asked the Council to identify an area of ground to build a young people’s cycle track. After a discussion it was agreed that we would suggest an area in the corner of the land next to the Community Hall.

    2.5

    We have received a letter from the Scottish Short Mat Bowling Team, who are organising a visit to Skye and Lochalsh to play against a Skye and Lochalsh select team in Kyleakin Hall, asking for financial sponsorship. We agreed to donate £150.

    2.6

    We have received a request from the Disability Association for financial help to employ a specialist to help maintain their Wild Life Garden. It was agreed that we would donate £150 towards the cost.  

3. A.O.C.B.

3.1

The question of insurance to cover the activities of the Village Officer was raised and it was suggested that he should arrange his own cover. The Secretary was asked to write to the Highland Council for clarification.

3.2

It was mentioned that there was a burnt out boat plus pieces of netting and other debris at the pier, in fact one Councillor reported seeing an otter with a piece of netting around its neck. The Secretary was asked to write the Harbour Master and ask him to arrange for the area to be tidied up on an urgent basis.

3.3

It was agreed to donate the usual £150 to the Kyleakin Gala.
