Minutes of Meeting in Kyleakin Day Centre

1. Matters Arising From Previous Meetings

1.1

The Secretary had written a letter of thanks to Miller Dywidag for the annual gift of a Xmas tree to the village.

1.2

Miss McKay has been investigating possible sources of funding for defence against the erosion that the annual shoreline surveys have shown, and it was agreed that the first priority was to establish that the owner of that particular area of shoreline is the Highland Council. The secretary contacted Bill Ross and asked him to meet us on the shore and mark up a map the boundary of the land they own. He replied saying that the land ownership is not readily to hand but as soon as it is available George Speed will arrange a site meeting. The Secretary was asked to write to Bill Ross informing him that the land was sold to the Highland Council by Kyleakin Feus approximately six years ago.

1.3

The Secretary had spoken with John MacDonald’s department and had been informed that elections for all Community Councils in the Highlands will be taking place in early May, however the proposed new constitution will be not be available until after the elections so it will be up to the new councillors to agree it. The paperwork for the elections will be posted this week and all Councils will be expected to have a Nomination Meeting during the week commencing the 26th April, the actual date to be advised to the Highland Council so it can be advertised in the press. To form a Council they would expect to have minimum of five people and if more than nine names are proposed there would be an election. The meeting agreed to have our Nomination Meeting at the Old School at 19:30 on the 26th April.

1.4

We discussed the letter from Gillian and Craig Glenwright, the owners of the White Heather Hotel, giving details of their research on the way that Kyleakin is portrayed in various visitors’ guides. The Secretary was asked to reply apologising for not acknowledging the letter and informing them that we have now discussed the contents of their letter and are sympathetic to their aims and if they have any ideas on promoting the village the Community Council would be prepared to work with them.

1.5

We are still awaiting a quotation for replacing the rotten woodwork of the Old School however we agreed to give the go ahead to John Murray to paint the exterior.

1.6

The secretary wrote to Scottish Water and asked them to investigate the foul smell from the drains in Old Kyle Farm Road at the end near the roundabout, but had received no reply.

1.7

We have spoken with Marshall-Gillespie regarding the lights on the War Memorial he has advised us that they needed replacing but there was insufficient depth of concrete at the base of the Memorial to accommodate new lighting. We agreed to ask him to meet us at the Memorial to detail his requirements so that we can arrange to have the work done. 

1.8

Nuala McKay was told that we were allowed to sell part of the land for building but she would need permission from Kyleakin Feus. She showed us a plan showing a footprint of the proposed building which was in a position to the front of the Hall she was asked submit a plan with the building level with the Hall.

1.9

The debris on the pontoon near the harbour has been removed and we have been informed by John McRae that the information board next to the pontoon is available for use by the Community Council he would only require room to put up an A4 size notice.

2. Correspondence

    2.1

    We have received a letter from Sconser Community Council advising us of a letter they had written to the Scottish Office regarding the introduction of a speed limit within Sconser village environs and also the state of the A87 and asking us for our opinion on these matters. The Secretary was asked to write to Sconser CC offering our support and also write to the Scottish Office.

    2.2

    John MacDonald has written regarding the ownership of Shorefield, he advised that the Council owned an area running roughly through the middle of the field and also that Mrs Phipps has indicated that she would like to re-acquire ownership of that part of the land.

    2.3

    We have received a letter from Kyleakin Football Club thanking us for providing assistance with the purchase of the second hand mower.

    2.4

    We have received a letter from Kylerhea Community Forum enclosing a copy of their response to the environmental statement produced by Forest Enterprise for the Kinloch and Kyleakin Restoration Project.

    2.5

    We have received a letter from Mr Gillies the owner of the GRP business in the old bus garage regarding the mess around the property, he pointed out that neither the vehicles or the boats in the area in front of the garage have any connection with him in fact it is embarrassing when customers come to inspect his facilities. The Secretary was asked to write to Bill Ross regarding the abandoned vehicles.

3. A.O.C.B.

3.1

We have had complaints from villagers that Broadford Medical Centre is putting a restriction on the number of patients they will see at the Tuesday Clinic at Kyleakin. The Council agreed that this situation was intolerable and the Secretary was asked to write to the Practice Manager asking for the restriction on number of patients to cease.

3.2

The current financial problems of the Eilean Bàn Trust were discussed and concern was expressed by the Council for its future.

3.3

Mr Sikorski had contacted Scottish Water asking for the date for upgrading the sewers in the village he received an email saying that Kyleakin was listed on the Capital plan for 2006, but there are no proposals or plans at present as to what work will be undertaken on the site.
