Minutes of Meeting in Kyleakin Day Centre

1. Matters Arising From Meeting of 10th April 2006

1.1

The roundabout at the top of the village has been planted with ornamental heathers and most of the Councillors were pleased with it although concern was expressed that you could not see over it when approaching from Kyle Farm Road. We were disappointed that a “Welcome to Skye” sign was not incorporated. Bill Fulton has spoken with Geoff Robson who will contact the Scottish Executive.

1.2

The coastal protection scheme has been completed however concern was expressed that small boulders had already moved in some areas. Harold Yates has written saying he has raised a works order to have the embankment, above the rock armour protection, top soiled and grass seeded.

1.3

John MacDonald has asked the Property Manager to review the correspondence leading up to completion of the project and allocate responsibility for the gravel area to a particular area of the Council as the project was initiated by the former District Council which no longer exists.

1.4

Marshall Gillespie advised John Macdonald that when lighting had been proposed in the gravel area before, he had received objections. A meeting was held with the S & L Drug & Alcohol Forum on April 27th, only the Secretary turned up.

1.6

Youths are still using Old Kyle Farm Road as a race track and Mr Glenwright said they had also been racing from the pier up through the village, it was noticed that they have also modified the exhaust of the cars to give a throaty roar. The Secretary wrote to the new community officer, Brian Harper, at Broadford Police Station who had hoped to attend tonight’s meeting.

We had invited John Macdonald to attend tonight’s meeting to discuss the problem we are having in collecting fees from owners storing their boats on the Quay area unfortunately he had a prior engagement but he promised to attend a future meeting. He has no objection to us erecting a sign in the area. Bill Fulton suggested that the first step to collecting unpaid fees would be to send a registered letter to the owner. We agreed to do this.

The Secretary had written to Harold Yates informing him that Tullochs had not replaced the yellow lines which were disturbed by their pipe work down by the pier and Mr Sikorski has also discussed this with George Speed. The Secretary was asked to write again.

The Secretary wrote to the Fire Officer in Portree informing him that the Community Council would not be responsible if the fire shed at the back of the Old School blew over again and caused damage.

1.10 The Secretary wrote to the Highland Council about rectifying the pavements down the pier. George Speed and the Secretary walked the area and he agreed to raise a Works Order to have them levelled.
1.11 David Mackay has sent us a photograph of the type of bench he manufactures for the Highland Council. We agreed to purchase the bench at a cost, including the fitting of a brass plaque, of £450.  
1.12

SEPA have analysed the samples of the water they took from the burn along Kyle House Brae and found no evidence of sewage pollution and have passed the details onto the Highland Council.

1.13

The new wheelie bins are in the car park however they are not fixed to the stands, Bill Fulton said the Council were waiting for a new delivery of stands. The wheelie bins on the Quay area have not yet been replaced.

1.14

Harold Yates will arrange for the foreman who deals with canine related issues to visit and carry out a patrol of the village. He also enclosed a copy of a “Dog Control” leaflet and offered to issue this to residents in Kyleakin if we thought it would be productive. The Secretary was asked to arrange this. 

1.15

It was suggested that we have an information board in the car park. Mr Fulton suggested we liaise with Geoff Robson or Dorothy Maxwell in the Highland Council Planning Department at Inverness.

2. Correspondence

    2.1

    We have received a letter from the Strath Gaelic Choir asking for a contribution to help cover the cost of their recent visit to Ireland to participate in the Pan Celtic Festival, we agreed to give them £200.

    2.2

    We have received a letter from Mr and Mrs More of Glumaig Cottage complaining about the after hours activities of Saucy Mary’s. We discussed the letter and agreed to send a copy to the Licensing Board and Environmental Health. In our reply to Mr and Mrs More we would suggest that any phone call to the police should be followed up with a letter and it would also be worthwhile contacting Crimestoppers.

    2.3

    We have received a letter from Mr & Mrs Supper of Glenarroch complaining about waste materials along the fence to the right of Bellevue, Cross Street being blocked by boats, the drinking in public bye-law and the TETRA mast. We discussed the letter and agreed a response to the various points.

    2.4

    We have received a copy of a letter from Mike Greaves (Highland Council) to the Crown Estates expressing concern with some aspects of the recent planning application to increase the size of the Marine Harvest site at Sron an Tairbh.

3. A.O.C.B.

3.1

It was reported that there are several large pot holes on the bend in the road over South Obbe, the Secretary was asked to contact the Highland Council

3.2

Mark Edwards was speeding in his boat in the Harbour area last weekend. The Secretary was asked to contact the Harbourmaster.
