Minutes of Meeting in Kyleakin Day Centre

PC Glen Tucker, who is stationed at Broadford Police Station, had been invited to discuss what steps the police were taking to curb the problem of the letting off of fireworks. This had been occurring in the village regularly for the past two or three weeks and had been carrying on until two o'clock in the morning. On Wednesday 30th October, one of the worst nights, one of the Councillors had gone to investigate at 1:00am, after being woken up by fireworks exploding. He found a group of people including the staff and management in the car park of the "Saucy Mary" drinking and letting off fireworks when the police turned up. On phoning the police on Thursday morning he was told that they had received 5 other complaints from the village on the subject of fireworks in the past 24 hours.

Councillor Fulton said that he would add Kyleakin to other areas on a proposed by-law to forbid public drinking that was currently being placed before the Scottish Executive. Concern was expressed that none of the complaints by villagers appeared on the lists of complaints that PC Tucker had bought with him, he said he would investigate and report back to the Committee. It was decided to write to Councillor Millar, the Chairman of the Licensing Board, saying we were very concerned about the nuisance that had been caused by the Management and Staff of the "Saucy Mary" in the past two or three weeks and how they had ignored complaints from the villagers.

PC Tucker stressed that it was important that anyone who witnessed any sort of offence should phone the police and they need not give their name, however if they wished to remain anonymous their complaint would not be given as high a priority by the police as they had no one to report back to.
 

1. Matters Arising From Meeting of 9th September 2002

1.1

Bill Ross wrote a letter in reply to our complaint about the poor standard of grass cutting by the Highland Council this year. He has asked the Community Works Officer, George Speed, to meet with us prior to next years growing season. He also said that the Council is still trying to locate plans that detail the ownership of Shorefield. The Secretary was asked to write to Mr Ross thanking him for his letter and asking him to arrange a meeting between Mr Speed and the Community Council in February 2003. The Secretary was asked to write to Mrs Kirsty Phipps, the owner of Kyle House, asking her if she could arrange to have the Brae cut back, as it was very overgrown.

John Macrae has emailed a reply to our letter asking the progress on fitting mooring rings and how he proposed to ensure that boats are tied to the rings and not the rails. He said that the rings were on order and he would have signage erected stating their usage and the penalties for abuse. The Secretary was asked to contact him asking for a completion date for the above activities.

 

2. Correspondence

    2.1

    We have received a letter from the Scottish Ambulance Service asking us to publicise their "First Responder Scheme". The First Responder will be part of a dedicated team who will provide a primary response to specific calls that are of a Life Threatening Nature as directed by the Ambulance Operations Room. A notice giving more details of the scheme is displayed on the board at the Old School.

 

3. A.O.C.B.

3.1

Mr Thomson and Mr Sikorski had carried out the annual shoreline survey and found there had been erosion of the shore ranging from 20cm at the Kings Arms to 80cm opposite the lane alongside 8 Kyleside. Mr Thomson showed the meeting a photograph he had taken which showed a vessel, the "Warden", from the Naval Base at Kyle going towards the Bridge at high speed when there was a high tide. The photograph clearly showed the wake being created which would have caused some erosion of the shore. The Secretary was asked to write to the Base asking if they could ensure that when there was a high tide vessels from the Base moderated their speed.

3.2

The question was raised about charging for yachts over wintering on the harbour. Bill Fulton said that in a similar situation elsewhere 50% of the revenue went to the Community Council and 50% to the Highland Council. The Council was advised to discuss the situation with John MacRae.

3.3

Mr Thomson informed the meeting that the Skye Bridge Company would be giving the Village a Xmas tree again this year.
