Minutes of Meeting in Kyleakin Day Centre

On Monday 10th October 2005

 Members Present: Craig Glenwright, Ian Sikorski, Diana Mellor and Mike Taylor.

Also Present: Councillor Bill Fulton.

Apologies: Caroline Clouston, Nuala McKay, Shirley Taylor and John Robertson.

Minutes of meeting on 12th September 2005: Proposed by Mr Sikorski, seconded by Mr Glenwright.

Council Matters

The Secretary said he had been contacted by Ms McKay saying she wished to resign as Chairman but would like to stay on as a Councillor, although due to work commitments she would not be able to attend many meetings. It was agreed we would wait until the next meeting, when hopefully more members would be present, to elect a new Chairman.

Mrs Diana Mellor was formally co-opted onto the Community Council, proposed by Mr Sikorski, seconded by Mr Glenwright.

1. Matters Arising From Previous Meetings

1.1 Bill Fulton said he was still hopeful that the Scottish Executive would agree to his plans for the roundabout at the top of the village; a start had been made by clearing the area.

1.2 The noise level of Lorries parked on the old ferry slipway was a lot less now however a lot of wooden pallets have been dumped there. John Laing has confirmed in an email to Mr Sikorski that he will encourage Lorries to use industrial sites for overnight parking.

1.3 Richard Blain has acknowledged our letter to John Macdonald regarding a coastal protection project using funding from the Aggregates Levy. Bill Fulton has agreed to set up a meeting with TEC Services.

1.4 We have heard unofficially that ScotRail have abandoned the proposal to change the time of the first service between Kyle and Inverness however if it does go ahead David Summers has confirmed he has arranged a bus connection with the 06.23 train.

1.5 David Summers has replied to our letter of complaint about the new time table of the Bridge bus, especially with City Link buses and will ensure that a timetable with only Kyle-Kyleakin journeys on it will be provided for the winter and next summer. We have letters from two villagers complaining that there is either to little or too much time to spend shopping which will be sent to him. One problem that was mentioned was that buses that are going to Broadford or Ardvasar are not coming down into the village but stopping just past the roundabout at the end of the Bridge. This means that anyone waiting at a bus stop in the village would miss the bus. The Secretary was asked to write to David Summers about this problem.

1.6 The Secretary wrote to BEAR about the state of the road between Kyleakin and Broadford and asked for some maintenance work to be carried out. The Area Manager replied asking for clarification of the problems and offering to attend a Community Council meeting.

1.7 George Speed spoke to the Secretary and said he would arrange for the tarmac to be repaired around the drain in front of the bus stop near the Kings Arms, he would also have the large hole in the road outside the Castle Moil filled in.

1.8 The Highland Council has tidied up the gravel area by the pier however no doubt before long vehicles will start to be dumped there again. After a discussion we agreed that it would help if we could charge cars for parking in the area the same as we do boats. The Secretary was asked to write to the Highland Council requesting that we are given the authority to do this.

2. Correspondence

2.1 We have received a letter from the pupils at Kyleakin Primary School asking if we would sponsor the sign for their "Field of Hope", this was agreed.

2.2 We have received a letter from the S & L Drug & Alcohol Forum who would like to hold a substance misuse seminar in the village, with the Community Council arranging a suitable date and venue. It was agreed we would hold a seminar in the Village Hall.

3. A.O.C.B.

3.1 Mrs Mellor said that youths are using Old Kyle Farm Road as a race track this is particularly worrying as there is a policy of having unfenced gardens along the road. It was agreed that we would inform the police and also ask the Highland Council to impose a 20 mph speed limit along the length of the road.

3.2 Donald Kennedy has emailed Mr Sikorski with details of progress on the proposed cycle link between Kyleakin and Broadford and confirmed that there had been interest expressed from both communities. Later in the year he would like try and get a working party on the old road for a weekend morning clearing vegetation to give an idea of how much work would be involved in clearing the entire length. Mr Sikorski has also obtained a copy of a feasibility study carried out by Sustrans in 1995 for a cycle track between the two villages.
