Minutes of Meeting in Kyleakin Day Centre

On Monday 10th September 2007

Present:

John Robertson (Chair), Caroline Clouston, Craig Glenwright, Diana Mellor, Ian Sikorski, Shirley Taylor and Mike Taylor.

PC Glen Tucker, Harry Slater and Alasdair Munro

Proposed by Mrs Taylor seconded by Ms Clouston and carried.

               

PC Tucker has been down the Obbe and removed the red tent from the area from where a large amount of drink bottles had been removed he said that the police would keep an eye on the situation but they would be grateful if any names could be given to them.

Regarding the noise caused by youths driving through the village in cars with modified exhausts, they have procured three sets of equipment for measuring exhaust noise however special training will need to be given to Officers before they can use them.

1. Matters Arising From Previous Meeting   

1.1

Scottish TranServ agreed to discuss with the Highland Council having a “Welcome to Skye” sign at the end of the Skye Bridge. But despite reminder letters from the Secretary to both of them there appears to be little prospect of it happening.

1.2

The pavement down by the pier has been repaired however there is a large depression outside the post office which collects water when it rains. Ms Clouston has reported it to George Speed and the Secretary was asked to follow it up with a letter.

1.3

The Highland Council will meet the cost of supplying and delivering a double-sided Information Board (cost around £2500), and the Community Council will meet the cost of installing it. The Highland Council will also meet the cost of an information panel to go in the Board. Ongoing.

1.4

The work to the roof of the Old School has been completed.

1.5

The Secretary wrote to Alan Duffield, Secretary of the Broadford Environmental Group, with regard to converting the old Broadford-Kyleakin road into a cycle path. They carried out a study on this proposal in 2000 but it progressed no further due to lack of funds. They would be happy to work with us, and Broadford Community Council, to resurrect the project.

2. Correspondence

    2.1

    We have received a letter from the Association of Scottish Community Councils inviting us to join the Association, after a discussion we decided against joining.

3. A.O.C.B.

3.1

We had a discussion to confirm the type of work that should be carried out by the Village Officer.

3.2

Mr Sikorski has been in contact with Scottish Water regarding the recent occupation by travellers of the area at the top of the village where their tanks are located. They have agreed to erect a single height chain link fence with a padlocked gate around the area.

3.3

Mr Sikorski has been in contact with Scottish Water about the noise generated by vehicles when they drive over the manhole covers on the pier behind the Bright Water Centre. This is being caused because the tarmac surrounding the covers has sunk. It was suggested he log the problem with their helpline. The Secretary was asked to write to TEC Services as this problem had been discussed with Mark Crowe and George Speed when we did a walk round about two months ago.

3.4

We discussed how many boats should be allowed to be stored on the gravel area and agreed it should be a maximum of 10.

3.5

There are three derelict small boats in the Harbour area; Mr Sikorski agreed to ask Tommo to have them removed.

3.6

There has been concern expressed throughout the village about the possible purchase of the Youth Hostel by Lochalsh and Skye Housing Association for conversion into flats, and we have received one letter on the subject from a villager. The Community Council have been in contact with both the Housing Association, who have confirmed they are interested in purchasing the property, and also the Youth Hostels Association, who have confirmed the Hostel will be placed for sale on the open market. The Council agreed to conduct a survey of the village, possibly with the help of HIE, to find out the number of people in the village that are opposed to the building of flats in this location.
